Step 1: Prepare your materials by gathering all the necessary supplies listed above.

Step 2: Begin by drawing the outline of Minnie Mouse's head onto the foam board or cardboard using a pencil. This should include the signature round ears.

Step 3: Cut out the Minnie Mouse head shape carefully using scissors.

Step 4: Using the black and red craft paper, cut out two identical large circles for Minnie's ears. Glue them securely onto the foam board or cardboard, positioning them symmetrically on either side of Minnie's head.

Step 5: Cut out a small circle from the black craft paper for Minnie's nose. Glue it onto the center of her face, slightly below the middle.

Step 6: Cut out two large ovals from the white craft paper for Minnie's eyes. Glue them onto the foam board or cardboard, positioning them above the nose.

Step 7: With the black marker, draw Minnie's eyelashes and eyebrows above each eye. You can also draw a small curve to indicate her smile.

Step 8: Cut out a strip of black craft paper to create Minnie's trademark bow. Fold the strip in half to form a loop and glue the ends together. Then, cut out two rectangular pieces from the black craft paper to make the center of the bow. Glue them onto the looped strip, then attach the completed bow to the top of Minnie's head.

Step 9: If desired, you can further decorate the welcome board with Minnie Mouse-themed stickers or any other embellishments of your choice.

Step 10: Allow the glue to dry completely before displaying the Minnie Mouse welcome board at the entrance or party area of the birthday celebration.
